The getUserMedia API is the first step in WebRTC, a new real-time communications standard which aims to allow high-quality video and audio communication on the web." - was stated in the official release announcement.

Moreover, Google Chrome 21 includes deeper integration of Google Cloud Print, enhanced support for gamepads, as well as support for high-resolution Mac Retina screens. It also contains lots of fixes that can be viewed in the official changelog.
